Judge Gilbert Guillaume | Biography
Judge Gilbert Guillaume served as a member of the International Court of Justice between 1987 and 2005, acting as president from 2000 to 2003. He is still ad hoc judge in four cases pending in the Court.
He served as member of the French Conseil d'Etat, the Director of the Legal Affairs at the North Atlantic Treaty Organization (1962-1968), the Director of Legal Affairs at the Organization for Economic Co-operation and Development (OECD) (1979), and at the French Ministry of Foreign Affairs (1979-1987). There he worked as a French delegate to several UN conferences, including the United Nations General Assembly (6th Commission, 1982-1987), the Third United Nations Conference on the Law of the Sea (1982), the United Nations Conference on the Succession of States in Respect of State Property, Archives and Debts (1983), and the United Nations Conference on the Law of Treaties between States and International Organizations or between International Organizations (1986).
Judge Guillaume has represented France in many cases before the Court of Justice of the European Communities (now the Court of Justice of the European Union) and the European Court of Human Rights, and also in various State-to-State arbitrations, such as the US-French Air Transport Arbitration (1978) and France-Canada Fishing Agreement Arbitration (1986).
He is also member of the Permanent Court of Arbitration and is presently presiding over the Tribunal in charge of a border dispute between Croatia and Slovenia. He has been appointed by France on the ICSID Panel of Conciliators and Arbitrators. He has been involved in a number of investment treaty arbitrations, acting as President of the tribunal. He chaired, inter alia, the tribunal in Impregilo v. The Islamic Republic of Pakistan (ICSID Case No. ARB/03/3, Decision on jurisdiction, 22 Apr 2005); Salini v. Hashemite Kingdom of Jordan (ICSID Case No. ARB/02/13, Award, 31 Jan 2006); Antoine Goetz v. The Republic of Burundi (ICSID Case No. ARB/01/2, Award, 21 June 2012).
